We have been alerting members about the possible amendemnt to GO 111 and had already advised to take careful exposure in downstream areas of Gandipet and Himayat Sagar Lakes for large overnight gains. Govt has accepted the recommendations of a Technical Committee with regard to amendment of GO111 (Restriction of construction in 10KM radius in identified Villages)
The GO amendment itself would happen only after public hearing. That could delay the process, a bit. There is also chance that after the GO is amended, its challenged in courts. But since Govt. is going by recommendations of a Technical Committee comprising of reps from different scientific organizations, the Greens may not be able to convince courts, at all.
As per the recommendations, "NO CONSTRUCTION ZONE" is limited to just 500 Metrs from FTL of Lakes. Another 1 Km, Residentaial permission will be there for upto Ground +2 (10 Meters) and beyond 1Km its free for all! Incidentally, the GO has not at all prevented developement within 10 KMs in all Villages. It restricts development only in 84 Villages. Guchibowli / Gopanpalli /Kokapet etc were not restricted Villages. The use of IT angle to amend the GO, is only a convenient argument, to make amendment happen, without much resistance! [Only the new SEZ by Wipro comes in one of the Villages (Vattinagulapalli) under the GO]
Its now only a matter of time, for the formal modification of GO. There is HUGE CHANCE TO MAKE MONEY. Vattinagulapalli, beside Gopanpalli is most likely to come out and Real Estate business there itself, would be in hundreds of crores. Upstream Villages will continue to be under current provisions which restrict construction.
VATTINAGULAPALLI: The Outer Ring Road from Narsingi to Patancheru cuts Vattinagulapalli, about 1.5 Km from Sridevi Engineering College. Right Opposite to the College, we can see Tech Park, a Plot Layout built as per HUDA Norms. Our members had bought here from 3250/sqd to 5500/sqd. The rate till today, was 7500/sqd. With today's report, prices should go up. You can confidently take exposure in this layout, if you can get plots. If any of our members wishes to sell, in Tech Park to other members, do inform. (One of the senior directors of Aprana, was directly involved in Tech Park Layout. Hence its of high quality)
The Outer Ring Road Junction at Vattinagulapalli is a Major intersection as per OOR MAP. Its possible to enter and exit ORR at Vattinagulapalli. (Note: We will upload and give Link Here to the ORR Intersection Map on 16.07.07) This would be the nearest Junction for the flow of traffic from Tellappur, Nallagdla, Gopanpalli towards Airport. The road from "T Junction" at Gopanapalli will be widened till this Junction, as per the radial road plan.
We will report, as soon as we get access to the Technical Committee Report. Eventually, that would more or less get implemented.
NEW LAYOUT AT VATTINAGULAPALLI?
There is an outside chance for a Layout at Vattinagulapalli closer to the Junction than TechPark. The developer is looking to either sell 18 Acres at around Rs. 3 Cr per Acre, or Develop into HUDA Plot Layout. If there is good interest for plots, we can discuss with them and look for Pre Launch. PLEASE MAIL AND INFORM Buying Land/Plot in Vattinagulapalli is a very good strategic, thoughtful investment, considering how things are evolving.

Conservation Zone Regulation- GOMS 111, likely to be REVISED?

Last few months have seen political action for dilution of the Conservation Zone GO (GOMS 111). As per the GO, no organized residential, commercial or industrial activity was allowed in identified 84 Villages. If the latest news paper report is to be believed (there have been several reports about this matter during last few months), the GO is on the verge of revision.
That is definitely going to shake up the sleepy Hyderabad Real Estate market with some solid price rises in certain Villages which are presently under GO. At the moment, whole Villages are under the GO, though several parts of a Village may have water flowing in direction opposite to the lake. Its likely that this anomaly is set right and several Survey Numbers may come out of restriction.
This could mean striking gold over night. For example, while Gopanpalli Quotes 17000 to 22000/sqd, just 200 meter away, Vattinagulapalli plots are available at 6000 to 7000/sqd. If parts of Vattinagulapalli gets out of GO, price will rise to match Gopanpalli. (This is only for reference. We are not suggesting that Vattinagulapalli will get out of GO)
Basically, Survey Numbers of Villages in Upstream Areas of the Lakes would come out. Since Both Lakes are side by side, its possible that downstream of one is considered as upstream of the other. Hence its difficult, to make good guesswork. The Environmentalists are sure to resist changes.
The Govt. should support changes, by recommendations of independent Environment Consultancy Firms like E&Y or Vimta Labs to ensure that changes are defendable in Court. Let's hope this Govt. will not mess up the matter. (Incidentally, do not assume that the Greens are angels! They also take money, to soften their stand. Branches of the same tree!) In the next few weeks, the names of Villages which will come out of the GO111, might filter out from Govt sources. Well, politicians would anyway start buying, before GO is actually revised.
